Yeah I’ve heard this version before, its been used in quite a few things before. Is he French?

I think I heard it first at the end of the Scrubs episode which was an homage to The Wizard Of Oz.

yup. Ted the lawyer and his band sang it (called the blanks, they tour around and do comedy!). this was the first song i learned to play on my ukulele!
